Limiting user access to specific information

Is there a method by which access can be limited to a specific screen? I
realize this is more of an Apache question than InMon, but I can't find
anything about locking down access to a URL, including GET parameters.
 
In this case, we'd like to be able to allow a user access to view traffic in
a specific set of subnets, but be prevented from seeing anything else.
However, I can't find anything in either InMon or Apache documentation on
how to restrict access to URLs this finely.
