You can use sflowtool (http://www.inmon.com/technology/sflowTools.php) to
receive sflow and convert to sampled netflow v5.
sflowtool does not aggregate the the samples received via sflow. Instead it
uses the packet headers exported in sFlow to populate the flow record fields
of netflow. sflowtool also supports optional scaling of sampled data.
If you download the source code reference at the url above you will find
some details in the README, however the c code provides all the details.
