Can TrafficServer detect IP conflicts?

Anybody's network can be confused if two machines are hard-coded by
accident with the same IP address. The only way we can think of to
detect such conflicts is if the same IP address gets moved from one MAC
to another and back again.

Is there a query/report that would research this "rare" phenomena should
it ever occur on our network?
